I see that IP is being hard coded on the recording log table.

When we run update server IP, it doesn't update or modify the table.
When I try to download the vox, i cant as that IP doesn't exists.
So, I need to copy the link, change the IP manually and then download it.
Is this a normal behaviour ?

Yes, that is normal.
The easiest way to deal with them in 2.2.0 is to create a new inactive server entry with that old IP address and set the alternate IP address for it to the new server, that way the links will work.
