Calls waiting for agents

Dear members,
I have an issue on survey campaign ( a campaign with an IVR). Calls remain on waiting status (Calls waiting for agents) and at the same time agents are also on ready status but do not receive calls..I have decreased dial timeout to 20 still most of the agents are remain idle for the most of the time. whereas simple campaign(without IVR) is working fine. Why the agents are not receiving calls when the calls are on waiting status..Kindly help me out.
