is it possible to limit calls of a user? with a specific prefix? :!: :!: :!:

Never heard of it, the closes I come to think of is campaign setting: "Next Agent Call - longest_wait_time"

Explain what you want to accomplice or post about this as a feature request under the Features board

There is an inbound option for users, "Max Inbound Calls", but nothing specifically for outbound at this time.
