Add A Dial Status to Call

Hello,

I don't properly understand how "Add A Dial Status to Call" works.
I have set for my campaign:
Dial Status 1: DROP
Dial Status 2: B
Dial Status 3: NEW

but in the "Statuses within the active lists for this campaign" I keep finding 1000's of dropped and busy calls (always growing).

How can I be sure that dropped and busy leads are actually recalled before New ones?
