The menu sections displaying are not currently options, although through user permissions you can restrict what records in those sections that people can go into.

The closest you are going to get to setting up what you want is making a "sub-admin" user group. You then need to assign your campaigns, ingroups, etc to use "sub-admin" as their Admin User Group. Lastly set up their user permissions to only be allowed to do what you want them to be able to do. Now, they can only do what you want, and they can only see what you want them to see.

However, if you really wanted to hide parts of the admin portal you will need to get down and dirty and make the changes your self. Your best bet is to hire a web developer and create your own custom portal that interfaces directly with vicidial's database. Good luck!
