Disable manual dial from phone Extension

Hello

Any one can let me know how to stop pause manual dialer from phone extension, means If i register a phone in my soft phone and there is a Voip register with prefix 279

If i directly dialer 279COuntryCodeNumber the call will connect via that Voip, due to this reason in cloud server hacker do register with phone and hack Voip in huge loss in voip account.

Any suggestion please

Set the phone context to default---agent
That will allow only internal calls to other phones within the system and things like voicemail but not use the external lines
