Ok maybe I'm dumb and am truly just missing this but is there anyway to recycle leads that VICIDIAL automatically statuses as BUSY, DROP, etc... ?

I see where i can recycle all custom statuses that I created but I do not see that for the one's the system generates?

Lead recycling works for all statuses. You can use it for DROPs and Bs as well.

When I go in to setup lead recycle I do not see B's and Drop's as options? Only the one's we manually created?

New server using trunk as of yesterday.

Not that i can see, but there are call's getting that status when looking at the log table. Same with Drop, but i do not see it in status list.

By default the B and DROP statuses should be in the Admin->System Statues list. If they are not in there you will need to add them.
