calls not going in PD

Hi Matt,
I am having vicidial in my server and only few calls are getting connected in PD and most of the calls goes as CIRCUIT BUSY AND CONGESTED .
my leads are going waste and only one are two agents are incall when 20 people logged in.sometimes the calss goes as progressing and hangs up.

and mainly three things i see in CLI
1.SIP/Voip-08d3ac18 is circuit-busy

2.Everyone is busy/congested at this time (1:0/1/0)

3.SIP/Voip-08d3ac18 is making progress passing is to local/4416164839901@default-917b,2

lease hlp what would be the issue.

What is your carrier's limit on calls per second?

How many concurrent calls does your carrier allow you to have?

as a rule, if you get "congested", your provider has denied your request to make a call.

your sip packet will contain the specific reason (404 not found, whatever), but in the end it boils down to "they said NO".

so: how many channels do you have open and how many channels do you have PERMISSION to have open?
