Emergency Log-Out Feature Permission

I have an Admin that is not able to emergency log out agents. Which option needs to be selected under "modify a users record" in order for that admin to be able to emergency log out an agent.

I believe this has to do with user's level rather than a specific setting.

the user most have the option "Change agent campaign" set 1
