blind transfer to external number not working

blind transfer to external number not working

hi,
i am facing the "busy/congested" error while clicking the blind transfer of an internal call to a external number. here is my dialplan:

exten => _x.,1,AGI(agi://127.0.0.1:4577/call_log)
exten => _x.,2,Dial(SIP/${EXTEN}@IPTSP2,,tTo)
exten => _x.,3,Hangup

log showing the below error:

but if i use manual dial, it works perfectly. what could be the issue ??

Hello,I have same problem.My BLind Transfer didnt work.

I have tried with and w/out Set CallerID.
I have tried Dial Options (tTorR)
But i can Manual Dial.

Anyone have a fix for this?
