press 1 campaign to callmenu

I have a 4 machine cluster
Database machine, Dialer 1 Dialer 2 and dialer 3.. dialer machines have 2 nic's.. one internal and 1 external for traffic.

Currently the database machine is set to not dial and the 3 dialers are set for balance dialing.

when the customer presses 0 the call is transferred to a callmenu which dials an outside number. the campaign is set to dial 200 channels and i often sign on 2 users to force higher dialing. when i pause both users to switch campaigns it appears to "throw away" the 400-500 calls being dialed.

is there any way other than changing the campaign auto dial level to 0 to quiesce the dialing prior to changing the campaign?
