If you want to stop outbound calling to particular number, then you can upload that number in dnc, and enable dnc in campaign, so it will not dialed to that particular number.
and if you want to stop inbound calls from particular number, then you can setup filter phone group section, and assign to your incoming did number and you can route that call to voicemail or some message or hangup.
