List Order clarification

If I have a List Order set to UP LAST CALL TIME 2nd NEW which requires me to remove NEW from dial statuses...

1. What happens if the system runs out of all dial statuses but NEW - will it still continue to fill the hopper with NEW leads just as if NEW was part of dial statuses?
2. What happens if the system runs out of all NEW leads and only other dial statuses remain?

Last time I used one of the X NEW list orders I found the following in relation to your questions.

1. No, when you run out of dialable leads and NEW leads remain, no NEW leads will be added to the hopper.
2. Yes.
