Postal Code Time Zone dialing failing

Hi everyone,

We are experiencing an issue where the list table shows a GMT offset of a lead based on the postal code but it loads the lead into the hopper based on the area codes GMT.

For Example

I have a lead where the postal code is 30024, which is in Georgia, and the setting in the list table is Timezone: -4.00 the phone number of the lead is 951313XXXX and 951 is in California. Calltime is set from 8 to 8 and it loaded the lead at 9pm and the GMT offset in the Hopper table is -7 but when you check the list table its still -4.

Does anyone know where in the code does it change the GMT offset even when all the list is set to postal code GMT setting?

"Modify List" setting of "Time Zone Setting" for the list in which this lead resides?

All the Lists are already set to Postal Code which is why I find it a weird behavior
