You need to give your user more permissions. Go into the users section and click on the user. Scroll down to the admin section and set the permissions for the user to 1.

By default the 6666 user that gets setup with a normal Vicidial installation has these permissions turned off so that people have to look at this section. That way they know what they can set for their various managers to prevent people from changing things they are not supposed to.
