Is it possible to blend multiple outbound campaigns to an agent just like inbound ?
So the VDAD is queueing the call to an agent with the highest campaign rank ?

That's not how ranking works. You can only have any one agent in a single outbound campaign.

What happens when you have an agent in more than one campaign? Could this be why the campaign isn't dialing out?

You can't "have an agent in more than one campaign". When an agent logs in, they choose their outbound campaign. It's a drop down. Only one can be chosen.
