im using Vicidial

VERSION: 2.2.0-172
BUILD: 90315-1010

In modifying the agents, i noticed when i set the agents' status to, Active: N. Vicidial automatically deleted the user and im not able to set it active again. Is there a way i can set it to Inactive but i can set it back to Active?

Have you read the ViciDial Manager Manual?

Did you notice a link at the top of the listing of agents "show all users"?

Yes, Even if i click on show all users. it wont show the users i just disabled. but still the users' records are still on the phpmyadmin.

I can't duplicate the problem so I'm not really sure what could be causing it on your system. What is the version and build of your admin.php?

8mb memory for OpenSUSE. Only Vicidial running on the server.

Have you tried modifying the record in phpMyAdmin to "reactivate" it and see if you can go back and forth and reliably cause the error?
