Drop Rate Exceeded but all agents are not in calls

Why would I go over my 3% drop rate when I never have all agents in a call. How can calls get dropped when I have an agent waiting in READY status?

What vicidial.php version and build?

What kind of campaign?

What are all of the settings in your campaign detail green section?

I have the intensity set this high because I couldn't get enough calls being made to keep agents busy.
