what is the meaning of phone status?

Hi, all.
I don't know the meaning of phone status
([Admin] - [Phone] - [Add a new phone] -> Status!
Its items are ACTIVE, SUSPENDED, CLOSED, PENDING, ADMIN..
The following is a description that provides HELP.

Status - The status of the phone in the system, ACTIVe and ADMIN allow for GUI clients to work. ADMIN allows access to this administrative web site. All other statuses do not allow GUI or Admin web access.

I try to access (astGUI web) after phone status was changed to the "CLOSED".

If the above description is correct, it should have an GUI client web connection will fail.
BUT!! I can access the GUI client weg page...


1. what is features (function) of phone status?
2. what is the difference between an SUSPENDED and PENDING?

I cannot speak English well.

I was trying all of various kinds.
user level is 9, 1, 5.
I don't know why access(?) connect(?) the astGUIclient web site. (agc/astguicliend.php)
Must not be connected GUI client web side when phone status is "CLOSE" or "PENDING" .

Did I understand Phone status wrong..?
