Feature Request: Hopper Empty

Is there a way we can add a scalar at the beginning of the vicidial.php page to ignore the hopper being empty and let agents log in anyway? We have a few campaigns where the leads come in realtime, and sometimes there are no leads, so the agents can't log in, and that messes up thier payroll.

Use a CLOSER campaign. A campaign with the word "CLOSER" in it like ABCLOSER or CLOSER12.
As of 2.0.3b1 you can also use INBND and BLEND as well as campaigns ending with _I, _B, _C for CLOSER-type campaigns.
