This is more or less a feature request/suggestion to keep in mind for future versions.

It is illegal to call certain states on Federal Holidays (AL, LA, UT, RI). While it is easy enough to setup state call times and disable the calling of said states a week or so in advance, it would be easier to enter in the specific dates ahead of time...

This is already in the TODO for the project:

It is just that there is no easy way to implement this without doing a significant amount of programming so it has been pushed off to a later time, unless someone were to write the code and submit a tracker patch for it.
