Looking for a partner who can supply a server/ FXo/ FXS /PRI card and provide onsite support in Vietnam .

When you say to set up and support "VC" ... I presume you mean "Vicidial" ...?
Perhaps you should post an extra line (saying the same thing ...) in Vietnamese so a google search would prove helpful for a local.
Also be sure you post on the Asterisk forums, as that is a larger group than Vicidial and the hardware is the same. An asterisk professional can make the jump to Vicidial fairly well as long as they are prepared to "follow the instructions" until the server works and then try to avoid "rewriting the code" instead of using the system as it has been built. (I did ... LOL)
