vicidial error call rejected congestion cause:21

Please help me. When auto dial, there is no call that coming. When i use manual dial "vicidial error call rejected congestion cause:21" appers.
help please

What does the Asterisk CLI show?

There Should also network gateway issue please check your network Ip and gateway and then try it
