I have upgraded to 2.2 when I choose to load audio chooser from the campaign i get this error:

ERROR: sounds_list CENTRAL SOUND CONTROL IS NOT ACTIVE: |admin|0|


I think it's related the web audio store . where is it supposed to be if not created ?

You have to enable it in the System Settings, then go to the audio store page.
