No leads in dial hopper

Somehow I am unable to get the leads in to the dial hopper. I uploaded the list and it report OK. I activated both the campaign and the list but still there is no leads on hopper. What magic setting I forgot to get the leads into the popper?

I reboot the machine and it seems the leads in hopper now. Have no idea what happened.
